Animal rights activists in Wilson County plan to attend Monday's board of commissioners meeting.

Tensions flared between the two groups after the regular board meeting was cancelled.

The activists are upset that pet fees collected by the county since 2008 have instead gone into the general fund.

Some said they believed the taxes were meant for a new shelter and spay and neuter program.

The county manager said the nearly $500,000 was put in the general fund and has already been spent to upkeep animal control.
