CHARLOTTE — While most school staff is off for the summer, it is the busiest time of year for the Human Resources Department at Charlotte-Mecklenburg Schools as they are increasing their staff by over 1,000.

This year is particularly frenetic. With N.C. revenues coming in higher than expected, CMS will be adding 614 teachers and another 500 non-teaching positions. Dan Habrat, CMS Chief HR Officer points out that a lot of school systems across America have been laying off educators.

"It's a blessing and a curse," said Dan Habrat, CMS Chief HR Officer.  "It's a blessing because we're able to bring talent to the students.  We need that.  And it's a little bit of a curse because it's caught us a little bit short.  We didn't expect this type of hiring opportunity at this time of year."

That means a lot of interviewing, background checks, and screenings. All of the work has to occur prior to the start of school on Aug. 25. Rashida Morgan, CMS Director of Succession Planning and Talent Development, said leadership posts are full at this time.

"We began a process at the beginning of the year to start building a pool of talent," said Morgan.

CMS announced Tuesday it will see a net increase in total operations funding of about $19 million, and increase of 1.7 percent over last year. However, the state told CMS last year to prepare for deep cuts. Then County Commissioners raised taxes to help offset those expected cuts.

However now that those cuts are not as deep as expected, CMS officials expect to face some questions. That makes it very difficult to plan precisely, especially when the State Legislature has trouble predicting inconsistent revenues during recessions.
