RALEIGH -- New legislation in the North Carolina General Assembly would scrap the 100-school limit on taxpayer-funded charter schools.

Republican Sen. Richard Stevens of Wake County on Thursday introduced a bill that would remove a cap on the number of charter schools that's been in place since in 1996.

Republicans made the issue one of their top 10 goals during last fall's election.

The North Carolina Association of Educators has dropped its opposition to lifting the cap.

Charter schools have open enrollment and don't charge tuition. But they are run by private boards and are exempt from many rules imposed on traditional public schools. That gives them more flexibility to test learning techniques or focus programs on at-risk children.
